Dr. Kao Kim Hourn, delivered a pre-recorded video message at the 2026 ASEAN ICT Forum on Child Online Protection, held in Manila, the Philippines, on 4-5 November 2026. In his remarks, Dr. Kao stressed the importance of protecting children from all forms of online harm while advancing digital technology as a foundational pillar of regional integration and development. He urged ASEAN to take a bolder stance in building a digital future for children in ASEAN through connectivity in digital spaces that translates into safe, responsible, informed and meaningful use for all.
