Hanoi, May 12 -- According to the Ministry of Home Affairs, the measurement of SIPAS 2025 was conducted nationwide with 36,000 survey questionnaires distributed across 720 communes and wards in 34 provinces and centrally governed cities. A total of 35,649 valid responses were collected, achieving a response rate of 99.03 percent.
The SIPAS index consists of a system of indicators, including 37 indicators reflecting citizens' perceptions and evaluations, 51 indicators measuring satisfaction levels, and 10 indicators reflecting people's needs and expectations. Together, these indicators provide a comprehensive picture of the service quality of administrative agencies.
