Chandigarh, Sept. 28 -- Haryana Chief Minister Nayab Singh Saini on Monday directed officials to ensure that government schemes reach eligible beneficiaries transparently and deliver measurable benefits at the grassroots, particularly to farmers, women, youth and rural communities.
Chairing a review meeting in Chandigarh, Saini said departmental best practices should not be judged merely by numbers but by their actual impact on people. He reviewed initiatives of the agriculture, horticulture, irrigation, panchayats and cooperation departments.
The Agriculture Department informed him that linking the Integrated Fertiliser Management System with the Meri Fasal Mera Byora portal had helped curb black marketing and misuse of urea and DAP. The system recorded subsidy savings of Rs 820 crore between October 8, 2025 and September 14, 2026.
Saini directed agricultural scientists to regularly visit fields and study crop pest and disease outbreaks. He ordered development of an e-Pest Surveillance System and a dedicated research centre for improved crop varieties and technologies.
Reviewing the Bhavantar Bharpai Yojana, he sought stronger crop mapping and verification to ensure benefits go only to eligible farmers. He also directed effective implementation of insurance schemes to ensure compensation for genuine losses.
