PATNA, Aug. 17 -- Rashtriya Janata Dal (RJD) leader and leader of opposition in assembly Tejashwi Prasad Yadav on Sunday trained his guns on both the state and central governments, accusing them of turning the state into the "capital of paper leaks" and failing to deliver justice in the face of police excesses against protesting students. Talking to media persons soon after his arrival from Delhi, Yadav said there is scarcely an examination or recruitment drive in Bihar that escapes the taint of a paper leak. "Whether it is the Class 10 exam, the Class 12 exam or any recruitment test, the paper leaks every time, and a fair selection process has never taken place," he charged. Bihar, he added, ranks among the worst-performing states in education. He linked the crisis of credibility in examinations to the recent violence in Siwan, where students agitating for their rights were allegedly fired upon with an AK-47. "Who ordered the firing?"
