J'khand clears, Bihar rolls out G RAM G
PATNA/ranchi, July 3 -- The Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB G-RAM-G) rolled out in Bihar on Thursday with rural development department minister (RDD) Shravan Kumar stating that the new scheme help reduce outmigration and improve the working condition of labourers in the state.
In Jharkhand, the state cabinet on Thursday approved the implementation of the scheme and directed officials to create additional employment opportunities for particularly vulnerable tribal groups (PVTGs).
Shravan Kumar, while addressing an event at Adiveshan Bhawan in Patna, said that the scheme would help workers to get more benefits and those who are not able to get work within 15 days would be entitled to unemployment allowance, adding that wages for workers under the new scheme has been fixed at Rs.300 for Bihar.
The new scheme promises 125 days of guaranteed work for labourers.
"VB-G RAM G is being inaugurated across the country under the leadership of Union minister Shivraj Singh Chouhan. It marks an important milestone because the scheme will improve working conditions across the nation," said the RDD minister
"There has already been a significant reduction in outmigration of labourers in Bihar. The rollout of the scheme will further ensure that the poor don't have to go out of the state for work," the minister added.
Kumar said an interim budget of over Rs.6,715 crore has been announced for Bihar as the Centre's share, while a contribution of Rs.4,477 will be made by the state. The total number of job card holders in Bihar stands at 22.6 million of which around 8.6 million are active workers as per the data, officials said.
The minister said the scheme has shifted from "demand-based funding" to a system where a fixed "normative allocation" is made to states at the beginning of each financial year on the basis of pre-defined standards.
"Under the scheme, gram panchayats will be classified into three categories based on local needs, development index, and resources. This will make decentralised and spatial planning better and aligned with the goal of Viksit Bharat, 2047," he said.
Rural Development Department Principal Secretary, Pankaj Kumar, said the scheme accords due emphasis to addressing new-age challenges like climate change alongside providing livelihood.
"While the government drew inspiration from older schemes, it has also incorporated elements that are in line with present-day socio-economic changes," he said. CEO JEEVIKA, Himanshu Sharma and VB-G RAM G commissioner Bihar Ananya Singh also were present.
In Jharkhand, the decision to approve VB-G RAM G was taken at a cabinet meeting chaired by Chief Minister Hemant Soren.
"The Jharkhand cabinet approved the implementation of the scheme in the state and directed the rural development department to make provision for additional jobs for PVTGs," ACS Vandana Dadel said....
