PATNA, July 22 -- Legislators in Bihar may soon get the power to sanction schemes without tenders upto Rs.25 lakh under the Mukhyamantri Kshetra Vikas Yojana (MMKVY) or CM area development scheme, as per an announcement made by planning and development department minister Bhagwan Singh Kushwaha in the state assembly on Tuesday. At present, MLAs and MLCs are allowed to sanction schemes up to Rs.15 lakh without tender under MMKVY. The minister's assurance came after members from both the ruling NDA and opposition INDIA bloc raised the demand for hike in sanction limit for schemes without tender and also apprised the house that the enhancement was necessary in view of the rise in prices of materials. The members, raising the issue through a call attention motion, also demanded that the annual spending allocation for sanctioning projects under the MMKVY for MLA/MLCs be raised from Rs.4 crore to Rs.6 or 8 crore in view of rising prices of materials and other expenses. "The raising of annual allocation to members under MMKVY would be taken by the finance department," the planning minister said. At one point, agriculture minister Vijay Kumar Sinha told the House that government would look into all aspects of the CM area development scheme and take an appropriate decision on it. "There will be positive decisions taken in this regard," the minister said. The members also demanded that state government give powers to legislators to approve installations of CCTV cameras, ambulances, solar streetlights and hearse vans just like MPs have the powers for their constituencies....
