CM appeals affluent to forgo free electricity
PATNA, Nov. 2 -- In a compelling call for civic responsibility and participatory governance, Bihar Chief Minister Samrat Chaudhary on Sunday urged affluent, capable, and income-tax-paying residents to voluntarily surrender their entitlement to 125 units of free electricity.
Inaugurating the two-day 'Patliputra National Youth Parliament-2.0' at a private school in the state capital, the Chief Minister clearly articulated that public funds saved from universal subsidies could accelerate the state's broader development agenda. Chaudhary pointed out that the state government currently incurs roughly Rs.23,000 crore annually on power subsidies, spending Rs.8,000 to Rs.10,000 per household. While universal access ensures vital relief for vulnerable families, he argued that citizens with financial capacity should step forward and lead by example.
Forgoing unneeded subsidies, he noted, mirrors the democratic ethos where collective welfare supersedes individual privilege, allowing public wealth to flow toward structural growth, healthcare, and educational reforms.
Highlighting Bihar's foundational role in democratic history, the Chief Minister emphasized that governance must remain answerable to the people, who are the true masters in a democracy. Recalling the historic student-led movement of 1974, Chaudhary called on Gen-Z and Gen-Alpha to actively steer the nation toward Prime Minister Narendra Modi's vision of a developed India by 2047.
He emphasized that the Patliputra National Youth Parliament should be held annually to bring dynamic youth into mainstream policy discussions and constitutional awareness.
Focusing on knowledge as the true driver of prosperity, Chaudhary outlined major state initiatives, including the Bihar Student Credit Card scheme, which disburses up to Rs.4 lakh for higher education with an annual outlay of nearly Rs.18,000 crore.
He further highlighted the establishment of 700 model schools across all 534 blocks serving 3.5 lakh students, supported by digital platforms like the 'Vidyarthi Sathi App' for round-the-clock academic assistance. Reaffirming that true leadership adapts to citizens' aspirations, the Chief Minister urged the state's privileged demographic to partner directly in Bihar's transformative journey.
