LUCKNOW, Aug. 31 -- The Uttar Pradesh Vigilance Establishment has sought prosecution sanction against two former chief medical officers (CMOs) of Bahraich after separate probes allegedly found disproportionate assets and unexplained expenditure totalling Rs.22.83 lakh, sources said. The wider inquiry also examined financial transactions, procurement and construction works linked to former Payagpur MLA Mukesh Kumar Srivastava and his relative Ajay Kumar Srivastava. According to sources, the probes examined implementation of the National Rural Health Mission (NRHM) and other health department schemes in Bahraich, including budget allocation and utilisation, procurement, payments and construction works. One former CMO allegedly failed to satisfactorily account for around Rs.11.22 lakh in assets and expenditure beyond his known sources of income, while investigators allegedly detected disproportionate assets of approximately Rs.11.61 lakh in the case of the second officer. The two cases were investigated separately. The inquiry also examined alleged financial transactions and procurement and construction-related activities involving Mukesh Srivastava and his brother Ajay Kumar Srivastava, who had served as a clerk in a CMO office, sources said. Mukesh Srivastava, also known as Gyanendra Pratap Srivastava, was arrested by the Vigilance Establishment on June 10 in a disproportionate-assets case. The agency alleged that he accumulated assets disproportionate to his known sources of income during his tenure as MLA between March 2012 and March 2017. The Vigilance Establishment has also said three criminal cases concerning alleged irregularities in NRHM works in Shravasti, Balrampur and Gonda are pending against Srivastava and others. In another development, Vigilance searches at three premises in Gonda and Lucknow on June 18 allegedly revealed assets worth around Rs.28 crore linked to Ajay Kumar Srivastava and his family members. The searches followed a disproportionate-assets case in which an open inquiry allegedly found assets 763.65% above his known sources of income. Officials said the searches led to the recovery of documents relating to residential and commercial plots, agricultural land, residential buildings, investments and companies allegedly operated in the names of family members. Investigators also found the six-storey, 108-room Millenia Regency Hotel in Lucknow, besides other properties. The Vigilance Establishment is examining financial records and documents recovered during the searches to establish the sources of funds used to acquire the alleged assets. In the Bahraich CMO cases, prosecution sanction from the state government is a key procedural step. If sanction is granted and other legal requirements are completed, Vigilance is expected to file charge sheets against the two former CMOs.
