LUCKNOW, Nov. 3 -- The Uttar Pradesh government has taken a major step towards clearing the outstanding honorarium payments of personnel who worked under the 'Sakshar Bharat' scheme. Around Rs 397.19 crore has been allocated for 64 districts across the state to clear the long-pending dues of literacy personnel. The move will help district and block coordinators, as well as 'preraks' who worked under the scheme, receive their pending honorarium, a government spokesperson said. A system has been put in place to ensure that payments are made according to the prescribed procedures and financial rules. Officials have directed the release of payments only after completing the required verification and within the given time frame. According to an order issued by Anil Bhushan Chaturvedi, director and secretary of the state literacy mission authority, funds have been allocated to clear the outstanding honorarium of literacy personnel who worked under the 'Sakshar Bharat' scheme up to March 31, 2018. As per the order, 'preraks' will receive honorarium at the rate of Rs 2,000 per month, while district and block coordinators will be paid Rs 6,000 per month. Before releasing the payments, the concerned authorities will verify the actual attendance, work performed and official records of each personnel. The outstanding amount will be calculated based on audit reports and other records available at the district level. The concerned districts have been directed to use the funds in accordance with the prescribed financial rules by December 31, 2026. They must also submit details of the expenditure along with a utilisation certificate to the directorate by January 5, 2027. All payments will be made directly through bank accounts.
