LUCKNOW, July 20 -- A procedural deadlock that delayed June salaries of teachers and non-teaching staff at government-aided colleges across Uttar Pradesh has been resolved, with salary disbursal expected to begin within the next 48 hours. The delay had left thousands of higher education employees without their June pay, triggering widespread resentment across the state. Regional higher education officer Ashwini Kumar Mishra said the issue had been resolved and salaries would start being credited from Monday or Tuesday. Relief among employees grew on Saturday after a letter from Alok Dixit, special secretary, higher education department, to the director of higher education was circulated on WhatsApp. The letter directed authorities to continue using the existing drawing and disbursing officer (DDO) codes, effectively withdrawing the requirement to implement new 12-digit DDO codes that had led to the delay. Teacher leaders alleged that implementation of the new system disrupted salary disbursal. Citing the difficulties, the director of higher education wrote to the government on July 1 requesting that June salaries be released under the old system. Federation of UP University College Teachers' Association (FUPUCTA) general secretary Amit Rai said the problem was not confined to one region. "Due to the procedural changes, the process of salary disbursement for aided colleges across the state had come to a halt. Rolling back the new DDO code system is a welcome step," Rai said. Welcoming the government's move Lucknow University Associated Colleges Teachers' Association president Manoj Pandey said: "We urge it to complete the salary payment process at the earliest," Pandey said....
