UCC, Viksit U'khand feature in guv speech
Gairsain (Chamoli), March 10 -- Uttarakhand Governor Lieutenant General Gurmit Singh (Retd.), while addressing the inaugural day of the budget session of the state assembly in Gairsain said the state government is making efforts to make Uttarakhand a developed state by the year 2047 in line with union government's vision of "Viksit Bharat" by 2047.
"The government is making serious efforts towards developed Uttarakhand @2047 on the lines of Viksit Bharat @2047, with a focus on enhancing the state's own resources, promoting reverse migration in hilly and border areas, encouraging technology and innovation, and creating public capital assets and infrastructure," he said.
He said, "Our government is working with determination to build a developed and self-reliant Uttarakhand. This period marks a golden era in terms of economic prosperity, social justice, women's welfare and empowerment, and infrastructure development."
He said the planning department is preparing the "Viksit Uttarakhand 2047 Vision Document" with the support of working groups based on six key themes, integrating economic development with environmental sustainability.
The governor said the government will organise a divine and grand Kumbh Mela in Haridwar in 2027.
Referring to implementation of the Uniform Civil Code (UCC), the governor said over 527,000 applications have been received under the UCC, and more than 99% of them have been resolved.
He said the government has a zero tolerance policy against corruption and has introduced strict legal provisions to ensure the integrity of government recruitment exams to provide timely and transparent jobs to youth.
The governor said financial assistance is being provided to the youth to start their own business under the chief minister's Self-Employment Scheme 2.0.
He said the number of beneficiaries under the Lakhpati Didi scheme has reached 255,000.
The Governor said over 44,000 pilgrims have visited the Char Dham winter sites under the government's efforts to promote year-round tourism in the state. The Governor said that in line with the goal of "Minimum Government, Maximum Governance," nearly 75% of applications for citizen services under the Right to Service are being disposed of within an average of eight days.
The Governor said that the sainik welfare department has increased the one-time ex-gratia grant payable to the families of martyred soldiers under the Uttarakhand Martyr Fund from Rs.10 lakh to Rs.50 lakh, and raised the one-time grant for Param Vir Chakra awardees from Rs.50 lakh to Rs.1.5 crore. He said the government is promoting high-density cultivation of kiwi, dragon fruit and apple, while also encouraging polyhouse farming, beekeeping under the Honey Mission, and mushroom production to strengthen horticulture in the state. The Governor said the government is constructing roads in remote villages with a population of up to 250, who were earlier deprive of motorable road connectivity.
Rebutting the Governor's address, leader of the opposition Yashpal Arya said, "The Governor's address is extremely disappointing, directionless, lacking resolve, regressive, and detrimental to development. In my long public and parliamentary career, I have never heard a speech so weak and disconnected from reality."
"This address is nothing more than text written by the government in the black ink of lies on white paper. It makes no mention of the state's real problems, the suffering of the people, or the challenges the state is facing," he added....
