Lucknow, Sept. 30 -- Power consumers in UP are set to get a 5.24% reduction in the Fuel and Power Purchase Adjustment Surcharge (FPPAS) component of their October electricity bills, following a decline in the actual cost at which the state power utility purchased electricity in July. According to a press release by UPPCL, the adjustment, however, is not a 5.24% reduction in the total electricity bill. It is a negative FPPAS that will be applied to the bills of consumers of all categories in October, as directed by the Regulatory Affairs Unit of UPPCL. In a September 29 order, UPPCL chief engineer (Regulatory Affairs Unit) Pankaj Saxena directed the IT wing to implement the -5.24% FPPAS for October 2026, calculated on the basis of power purchase and transmission costs incurred in July. The negative FPPAS means that the surcharge component will work as a credit/reduction rather than an additional charge in October bills. The actual rupee benefit to an individual consumer will vary depending on the billable electricity consumption and applicable tariff. The key factor behind the relief is that the actual average power purchase cost in July was Rs.4.69 per unit, against the approved average cost of Rs.4.94 per unit.
