Power min opposes addl surcharge in June bill, writes to PCL chairman
LUCKNOW, June 12 -- Objecting to the Uttar Pradesh Power Corporation Limited (UPPCL)'s decision to impose a 10% fuel and power purchase adjustment surcharge (FPPAS) in June electricity bills, energy minister AK Sharma said such a significant adjustment was introduced without prior approval or formal consultation with the electricity department.
In a letter dated June 2 to UPPCL chairman Ashish Kumar Goel, he said bypassing ministerial oversight in such a decision raises procedural concerns and risks undermining public trust in tariff-setting mechanisms.
The minister further said unilateral financial decisions of this nature could create confusion among consumers and damage the government's credibility on power pricing policies. Another key issue highlighted in the minister's letter is what he described as a persistent communication gap between UPPCL and the energy department. Sharma said that several important operational and policy decisions of the UPPCL are reaching the government only through media reports rather than formal administrative channels.
The minister has also flagged concerns regarding the internal functioning of UPPCL headquarters, including the role and physical presence of senior leadership in day-to-day operations. He has raised questions about whether decision-making is being centralised or carried out without adequate departmental oversight.
Additionally, the letter refers to the removal of experienced officials from key positions, with the minister seeking clarification on whether such changes were necessary for administrative efficiency or if they have affected institutional continuity and expertise within organisation.
A particularly sensitive aspect of the communication relates to the reported termination of contractual employees. He has sought a detailed factual report from UPPCL, including documentation of the criteria used for such decisions, the approval process followed and whether due administrative procedures were observed....
