Muslims being targeted in SIR: Cong seeks CEO intervention
Dehradun, Aug. 28 -- Uttarakhand Congress on Thursday alleged that Muslim voters were being systematically targeted through objections and repeated rejections of applications during the ongoing special intensive revision (SIR) of electoral rolls and sought immediate intervention from the chief electoral officer.
Suryakant Dhasmana, senior vice-president of the Uttarakhand Pradesh Congress Committee and AICC member, submitted a detailed memorandum to BVR Purushottam, chief electoral officer, Uttarakhand, raising concerns over what he described as serious irregularities in the revision exercise.
Dhasmana highlighted the case of Mohammad Aleem and his wife, Khashin Farooqui, residents of Turner Road in Dehradun. He said their names have appeared in the electoral rolls since 2003 and that the couple had only shifted their residence from Lane C-26 to Lane C-24, within the same assembly constituency. According to Dhasmana, applications submitted by the couple for inclusion of their names in the electoral roll have been repeatedly rejected despite the submission of several documents. He sought a fresh inquiry into the matter, including verification of their documents and their names in the 2003 electoral roll. Dhasmana also raised concerns over what he described as a large-scale filing of Form-7 objections seeking deletion of names from electoral rolls in five assembly constituencies of Udham Singh Nagar district, including Kichha, Gadarpur, Khatima, Nanakmatta and Rudrapur. Citing an inquiry report, he alleged that "over 6,500 objections had been filed by just five individuals and claimed that the voters targeted through these objections were Muslims".
The Congress leader cited constituency-wise figures in his memorandum. In Kichha, he said, 4,855 of the 4,857 objections were filed by a single individual, Rajesh Tiwari, whom he identified as a BJP Booth Level Agent (BLA). In Gadarpur, 670 objections were allegedly filed by one individual, accounting for around 49% of the total objections. In Khatima, Dhasmana said, 392 of the 394 objections were filed by Amit Kumar Pandey, whom he described as a BJP office-bearer/BLA. In Nanakmatta, 353 of 391 objections were allegedly filed by Kishore Joshi, also identified as a BJP BLA. In Rudrapur, 230 objections were allegedly filed by Sunny Paswan, whom Dhasmana identified as associated with the BJP SC Morcha and as a BLA. Dhasmana said the concentration of a large number of objections in the hands of a few individuals warranted an independent examination by the election authorities.
The Congress leader demanded that deletion proceedings be supported by independent field verification, a report from the Booth Level Officer (BLO), documentary evidence and proper notice to the concerned voter.
He further sought an opportunity for voters facing deletion to respond to objections and present documents or other evidence before any final decision is taken. BJP State general secretary Tarun Bansal said that if any conspiracy is coming to light, the Election Commission will look into it, the BJP has nothing to do with this. "BLAs and BLA-1s from both the BJP and the Congress are active in the process. If our BLAs find something amiss, they lodge a complaint. Similarly, if Congress BLAs find something wrong, they file a complaint. This is the standard procedure of a constitutional body. Congress is unnecessarily blowing this issue out of proportion. If the Congress moves towards the purification of the voter list instead of engaging in the politics of appeasement, the demographic composition will remain unchanged, and the state will progress".
Manveer Singh Chauhan, state media in-charge of the BJP, said, "SIR was a constitutional process, but Congress is viewing it through the prism of appeasement. People from all communities and social groups are participating in the exercise and receiving notices or raising objections regarding electoral rolls". He accused the Congress of selectively highlighting objections involving certain assembly constituencies and communities.
