PRAYAGRAJ, Sept. 2 -- The owner of the alleged illegal firecracker factory in Kaushambi district, where a powerful explosion on Monday killed 13 people, including eight children, was arrested after a police encounter early on Tuesday even as seven police personnel were suspended for their alleged negligence in preventing the illegal functioning of the unit, officials said. Later, police also arrested two other family members of cracker factory owner Naushad, they added. The death toll in Monday's blast rose from 11 to 13 on Tuesday after a 50-year-old victim died during treatment at SRN Hospital, officials said.
