Dehradun, Aug. 28 -- Election Commission of India (ECI) has disqualified four candidates who contested the 2022 Uttarakhand Assembly elections under Section 10A of the Representation of the People Act, 1951, for a period of three years from the date of the respective orders, officials said on Thursday. Officials said the disqualified candidates are Balbir Kumar Talwar, who contested from the Dharampur Assembly constituency; Kamlesh Mathur, who contested from Rajpur Road (SC), Jagjeet Singh, who contested from Rishikesh and Ramanand Singh, who contested from Chakrata (ST). The four individuals will be barred from being chosen as members of either House of Parliament or the Legislative Assembly or Legislative Council of any state or Union Territory for the three-year disqualification period. Section 10A of the Representation of the People Act, 1951, provides for the disqualification of a candidate who fails to submit a proper account of election expenses within the prescribed time and manner. If the Election Commission, after giving the person an opportunity to explain, finds that there was no good reason for the failure, it can disqualify the individual for three years. During this period, the person cannot contest elections. The provision applies specifically to candidates required to lodge election expense accounts and does not relate to the deletion or inclusion of names in the lengthy electoral rolls or the SIR process, officials noted....
