Jaipur, May 11 -- Former member of the Rajasthan Public Service Commission (RPSC), Babulal Katara, was arrested by Special Operation Group (SOG) on Sunday along with two other people in connection to the paper leak in grade I school lecturer (agriculture) exam in 2022. The additional director general of SOG, Vishal Bansal, said, "The action was taken based on an FIR lodged earlier this year. At least 55 candidates have been selected in this exam, many of whose degrees were found forged when we started the investigation. During the course, we exposed a major paper leak that was conducted by Katara and a paper mafia Anil Meena alias Sher Singh. We arrested them. Katara's nephew Vijay Damod was also selected in this exam." According to the officials, during the investigation, the SOG officials identified one of 55 candidates, Ashok Yadav, who provided a forged degree secured from OPJS University Churu (which was already debarred by the UGC in 2025 after SOG revealed a large level forged degrees racket run by the officials and owners of this university). "When we started analysing his performance in the exam, we found a massive discrepancy. He ranked third in Rajasthan in the main paper of agriculture science despite he never studied that subject and provided a forged degree on his qualification on this subject. But his performance in the general studies was 35% to 40%. We arrested him immediately last month and started questioning," the ADG stated. During the interrogation, Yadav confessed that he purchased the question paper of agriculture science from an individual belonging to Meena at Rs.7 lakh. Following the development, the SOG arrested Anil Meena on Saturday night in the latest case who was already in SOG's custody since 2024 for his involvement in several other paper leak cases. "Meena also confessed that he accessed to the agriculture science paper through ex-RPSC member Babulal Katara. He was in charge to prepare the question of this subject in that exam in 2022. He sold the paper to Meena at Rs.60 lakh," Bansal said. He also said that Katara also put a condition to Meena that he will arrange the question paper of Geography to Katara for his nephew Vijay Damod who is also appearing in this exam. "Katara did not have access to Geography's question paper and Damod's main subject was Geography. Prima facie, Meena kept his promise and also got the Geography paper to Damod later. We are investigating how Meena got access to the Geography paper. We are suspecting that more members from the RPSC might be involved in this paper leak case...It is possible that he further sold the papers to other gangs led by Bhupendra Saran and Suresh Dhaka," he added. Bansal said, this is the fourth time Katara was arrested by SOG in a paper leak case. "Earlier he was also arrested by SOG in connection to the Sub Inspector recruitment exam 2021, and senior teachers recruitment exam 2022."...
