Dehradun/Haldwani, Sept. 9 -- Police have registered a First Information Report (FIR) in Haldwani against an unidentified person for allegedly conducting a "purification" ritual at a public ground following an event attended by Congress President Mallikarjun Kharge, and circulating an allegedly doctored video aimed at inciting communal and caste-based enmity, officials have confirmed on Tuesday. The case was lodged at the Haldwani police station in Nainital district, based on a complaint submitted by Anju (who uses her first name), a local advocate and social worker. Superintendent of police (City) Manoj Katyal said the case has currently been registered against one unidentified person, but more names could be added as the investigation progresses. "The case has been lodged against one unidentified individual. If more people are identified during the probe, their names will be added to the FIR," said Katyal. According to the complaint, Kharge attended a Congress party event at Ramlila Maidan in Haldwani on August 8. Two days later, on August 10, certain individuals allegedly associated with Bharatiya Janata Party (BJP) conducted a public "purification" of the venue, later sharing photos and video clips of the act on social media. The complainant stated that because Kharge belongs to a Scheduled Caste community, conducting such a ritual at a public venue immediately following his visit prima facie represents caste-based discrimination, public humiliation and an attempt to demean a member of the community. Complainant also said that an allegedly edited video was circulated online displaying controversial religious slogans to generate hostility toward a specific community, disrupt public harmony and vitiate the local political atmosphere. The complaint called for forensic analysis to trace the origin, original audio, editors and initial uploaders of the clip. Police have booked the unidentified accused under sections 196 (promoting enmity between different groups) and 299 (deliberate acts to outrage religious feelings) of the Bharatiya Nyaya Sanhita (BNS), along with section 3(1)(r) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. Earlier, two FIRs had been filed in this matter.
