Dehradun, July 30 -- Chief electoral officer BVRC Purushottam on Wednesday ordered district magistrates across the state to conduct regular field visits to review the progress of hearings related to notices issued under the second phase of the Special Intensive Revision (SIR). During a video conference with district magistrates, the CEO reviewed preparations for the hearings and sought details of action plans drawn up by the districts for the process. He ordered officials to ensure that voters receive notices on timr and were given adequate time to appear for hearings and submit the documents required. He also instructed DMs to appoint nodal officers from relevant departments, including education, revenue and tehsil-level offices, to assist Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) in the verification of documents. Officials said that printing of notices was complete across all districts. Hearings on the notices have also begun, they added. Additional chief electoral officer Vijay Kumar Jogdande, joint/deputy chief electoral officer Kishan Singh Negi, assistant chief electoral officer Mastu Das were also present. On July 14, the CEO's office published the draft electoral roll, with a total of 71,33,785 electors- of whom 37,23,614 are male, 34,09,954 female and 217 transgender voters. Officials said enumeration forms of 71,33,785 electors, or 89.61% of 79,60,762 voters listed in the original rolls, have been digitised. The remaining 8,26,977 electors (10.39%) fall in the uncollectable or unverified category and will be covered during the notice phase. The revision exercise has been conducted with July 1, 2026, as the qualifying date. The distribution and digitisation of enumeration forms were completed between June 8 and July 7. Election Commission has opened the period for filing claims and objections from July 14 to August 13 through Forms 6, 7 and 8. Notices related to claims and objections are being issued and disposed of (between July 14 and September 11), while the final electoral roll will be published on September 15. Officials said although 7,133,785 voters have been included in the draft roll, anomalies of various kinds have been identified in around 19 lakh entries. The concerned Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) have been directed to issue notices to these voters for verification. To facilitate the process, the Election Department will organise camps at Nyaya Panchayat clusters where notices will be heard. District Election Officers (DEOs) and EROs have also been directed to hold special camps in municipal corporations, municipal councils, nagar panchayats, ward offices and tehsil headquarters, particularly in the plains districts, to help voters resolve issues relating to their electoral records Officials said notices will now be issued to electors identified in three categories-those flagged with anomalies, those whose records contain discrepancies and cases arising from claims and objections received through Forms 6, 7 and 8. The notice phase will run from July 14 to September 11, while claims and objections can be filed till August 13. The final electoral roll is scheduled to be published on September 15....
