Distts to verify papers of state MBBS students
Dehradun, Sept. 30 -- Amid an ongoing probe into allegations of fraudulent domicile and freedom fighter-dependent certificates being used to secure admission to medical colleges in Uttarakhand, authorities have asked all districts to verify the domicile, category and sub-category documents of all MBBS students admitted under the state quota, officials said.
The move has brought the admission documents of 778 MBBS students under scrutiny, they added.
Professor Vijay Juyal said the documents of all students admitted under the state domicile quota through NEET counselling using various reservation categories, including SC/ST, OBC, EWS and freedom fighter-dependent, would be verified at the district level.
"The domicile, category and sub-category documents of all candidates will be forwarded by the respective institutions to the concerned districts for verification. If the documents of any candidate are found to be invalid, incorrect or not in accordance with the applicable requirements, his/her admission shall be cancelled immediately," he said.
Parallel to the development, The SIT probe into the fraudulent certificates has so far resulted in five arrests. SP (Rural) Dehradun Jaya Baloni, who heads the SIT, said, "So far, no role of any student or government official has come to light."
Whistleblower in the case Pradeep Bahuguna said the scope of the investigation needed to be widened.
"The focus should not be just on the use of fake freedom fighter-dependent certificates, but also on domicile certificates. It has come to my knowledge that a large number of students from outside the state are submitting fake residence certificates to secure admission to state medical colleges, depriving local students," he said, adding, "I found that some of the domicile certificates were issued at the last minute, just before the counselling." He said the probe should also examine the role of officials involved in the verification process.
The issue came to light after Bahuguna began examining publicly available records to understand why doctors graduating from medical colleges in the state were not available at health facilities in Uttarakhand.
He said he examined a nearly 700-page NEET-UG result document containing candidates' Class 10 and 12 and other academic details. He initially identified candidates whose educational records did not appear to have a clear connection with Uttarakhand and subsequently prepared a separate list of cases he considered suspicious based on names, caste and other details. Bahuguna claimed that the exercise resulted in a list of around 370 candidates, which he submitted to the medical education minister for a probe.
Meanwhile, the Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU) has cancelled the provisional seat allotments of 16 candidates who participated in the first and second rounds of the NEET-UG 2026 state centralised counselling following verification of their domicile, category and sub-category certificates....
