BJP, Cong trade barbs on conduct of budget session
Dehradun, March 16 -- The ruling BJP and Opposition Congress on Sunday traded barbs over the conduct and outcome of Uttarakhand assembly's budget session, held in Gairsain from March 9 to 13.
Leader of Opposition Yashpal Arya alleged the House is governed by rules of procedure and parliamentary traditions, but claimed the BJP government violated them during the session.
"Like every time, the BJP government overlooked these rules in this Budget session as well," Arya said.
He alleged the government used its majority in the business advisory committee to decide the agenda and presented the Budget on the same day as the Governor's address.
"This is unprecedented and clearly against the Rules of Procedure and Conduct of Business, which provide for four days of discussion each on the Governor's address and the Budget," Arya said.
Arya said the Opposition raised several public issues within the limited time available under the rules, but claimed the government evaded questions.
"Even though they attempted to create disruptions, we made efforts to ensure the smooth functioning of the House," he said.
The Congress leader said the Opposition wanted to raise unemployment during the session, but the request was rejected as the matter was sub judice due to pending court cases on recruitment exam paper leaks.
"We clarified that we would not refer to the paper leak cases specifically, but our request was still not accepted," he said.
Arya also criticised the government's claims on the state budget size, alleging financial mismanagement stalled implementation of proposals from previous budgets.
"The government is patting itself on the back over the increased size of the Budget, but many expenditure proposals in the previous Budget remained unspent," he said.
He further claimed the state's debt burden has crossed Rs.1 lakh crore and is set to rise further.
Congress also alleged the government showed little seriousness during the Budget discussion, with only two ministers and 17 BJP MLAs present.
Arya added the government gave unsatisfactory replies to Opposition questions on corruption and alleged valuable land in Vikasnagar and Mussoorie was being leased to private entities.
"We raised the issue of leasing the George Everest estate in Mussoorie to Acharya Balkrishna against the rules," he said.
The BJP rejected the allegations and accused Congress of irresponsible behaviour during the session.
BJP Dharampur MLA and party spokesperson Vinod Chamoli said Congress failed to corner the government in Gairsain and exposed its own lack of seriousness on public issues.
"The hope that the Opposition would engage in constructive discussion on public issues during the Gairsain session remained unfulfilled," Chamoli said.
He alleged Congress showed insensitivity, often disrupted proceedings and undermined House decorum.
"Even during the Governor's address, the Congress preferred protest over participating in discussions on development," he said.
Chamoli said Congress had raised concerns about session duration earlier, but those proved baseless.
"The proceedings of the House turned out to be historic. When the Opposition ran out of substantive issues, the government was willing to extend the session, but the duration of the assembly depends on the availability of legislative business," he said.
He added the increased budget size would accelerate development and benefit all sections of society.
Chamoli also said the government ensured transparent recruitment via a strict anti-copying law implemented by Chief Minister Pushkar Singh Dhami, helping meritorious candidates secure jobs.
He claimed sectors such as mining and excise-previously mafia-controlled-now face stricter regulation and have emerged as key revenue sources.
