Lucknow, June 7 -- The basic education department has formulated a comprehensive action plan to make the upcoming academic session more effective, qualitative and result-oriented, a spokesperson said on Saturday. Additional chief secretary (basic education) Partha Sarthi Sen Sharma recently held a review meeting via video conference with all divisional assistant directors of education and district basic shiksha adhikaris (BSAs). The meeting focused on school operations post-summer vacation, student enrollment, pending teacher-related matters, and the progress of various educational schemes. During the meeting, the officials were instructed to ensure all preparations are completed before schools reopen to provide a conducive learning environment from day one. Also, the department will prioritise resolving pending matters, including selection pay scales, promotional pay scales, retirement benefits, and the appointment of dependents of deceased employees. Officials were also tasked with accelerating teacher skill development and ensuring a transparent, time-bound inter-district transfer process. He directed the timely settlement of pending payments related to 'Samagra Shiksha Abhiyan' spill-over works, composite school grants, textbooks and other items. Special emphasis was placed on ensuring the payment of outstanding dues under the Pradhan Mantri Poshan Yojana and on the action plan to develop kitchen gardens in schools. Directives were issued to clean school premises and rooftops and to plant locally useful vegetables, thereby strengthening efforts to provide nutritious meals to children. While reviewing the 'Nipun Bharat Mission', he directed that the selection process for academic resource persons (ARPs) and ECCE educators at the district level be completed immediately. He stated that the state government is committed to strengthening foundational literacy and numeracy, and negligence at any level in this regard would not be tolerated. Designating the 'School Chalo Abhiyan' (enrollment drive) as a top priority for the new academic session, the additional chief secretary directed officials to ensure the enrollment of all eligible children and a 100% transition rate between schools. He stated that once schools reopen, special attention must be paid to regular teaching and learning in accordance with the academic calendar, student attendance, continuous assessment and learning outcomes. During the review of court-related matters, instructions were issued to ensure timely compliance with Supreme Court and high court orders and to take appropriate action on pending petitions, including the timely filing of counter-affidavits. To enrich the educational environment in schools, emphasis was placed on completing pending admissions under the RTE Act, promoting regular reading of books and newspapers, and fostering independent writing skills among students. Directives were issued to make 'Teacher Sankul' (teacher cluster) meetings more meaningful and to fulfill the 19 parameters of 'Operation Kayakalp'. Specific instructions were given to ensure the availability of facilities such as safe and clean toilets (especially for girl students), electricity connections, and CWSN (Children with Special Needs) toilets and ramps for differently-abled children. Emphasising the effective functioning of Anganwadi centers and 'Bal Vatikas' (preschool sections) within school premises, he stated that there should be no compromise in the quality of care and early childhood education for children in the 3-to-6-year age group....
