Dehradun, Aug. 20 -- Four people were killed and three others injured after a a multi-purpose van slamed into a pickup truck parked along a stretch of the Haridwar highway in Dehradun district's Doiwala on Tuesday, police said. Identification of the bodies was underway, said Dehradun SSP Pramendra Dobhal. Two of the deceased were identified as Haryana residents Naresh and Vinod, both from Rohtak. Those injured were identified as 35-year-old Rohtak resident Vipendra Singh and Vicky from Uttar Pradesh's Badaun. Police said all those killed or injured were occupants of the van. "The third injured person is under treatment at Jolly Grant Hospital in Dehradun. We are trying to establish his identity," the SSP said. Police said the accident took place around 10.40 am. The van was travelling towards Dehradun when it slammed into the pickup truck, which was parked along the road. Subsequently, the truck crashed into a divider and lost a rear tyre. "They were rushed to nearby hospitals in ambulances. Doctors declared two of them dead on arrival, while two others succumbed to their injuries during treatment," said Dobhal. Chief Secretary Anand Bardhan on Wednesday ordered officials to study the causes of road accidents in state with a focus on road design, geometry and other technical deficiencies to help improve road safety measures. Chairing a meeting of the Monitoring Committee on Road Safety, Bardhan directed concerned departments to "ensure effective and time-bound action through better coordination to reduce road accidents". He ordered officials to identify accident hotspots and prioritise road safety audits. He also directed officials to ensure full compliance with the directives of the Supreme Court. The mandatory use of helmets by two-wheeler riders and pillion passengers should be strictly enforced, he said. The meeting also reviewed compliance with earlier directions issued to the forest and public works departments concerning safety measures on hill roads and the installation of crash barriers and parapets. Bardhan also directed officials to study road safety practices followed successfully in other states and assess their feasibility The chief secretary also stressed the need for large-scale public awareness campaigns. He directed officials to organise sensitisation camps and joint workshops involving the Police, Health and Transport departments to train personnel in post-accident rescue operations and related procedures....
