Srinagar, Sept. 20 -- In a major move to make essential administrative services accessible in remote areas, Ladakh lieutenant governor Vinai Kumar Saxena has empowered naib-tehsildars holding independent charge of a tehsil to issue reserved category and income certificates within their local jurisdictions. The administration said the decision aims to reduce travel times for residents in far-flung, geographically challenging areas who previously had to travel long distances to obtain documents required for welfare schemes, reservations, and official services. "By decentralising the certification process, we are taking governance closer to the people and making public services more responsive to citizens' needs," Saxena said. The revenue department of UT Ladakh issued the official notification under the proviso to Section 13 of the Jammu and Kashmir Reservation Act, 2004. The notification specifically invests powers in naib-tehsildars who hold independent charge of a tehsil and exercise the powers of an assistant collector first class. Officials expect the decentralisation to ensure timely issuance of certificates for members of reserved categories, as well as income certificates needed for administrative and welfare benefits.
