Only 6 loans logged in Raj under CGSS: Centre to LS
Jaipur, July 31 -- The Centre on Thursday told the Lok Sabha that the state has recorded only six guaranteed startup loans under the Centre's Credit Guarantee Scheme for Startups (CGSS) since its launch in 2023. The loans, worth Rs.28.10 crore, were confined to Jaipur and Udaipur.
The figures were disclosed by the Union ministry of commerce and industry in a written reply in response to a question by Member of Parliament from Barmer Ummeda Ram Beniwal.
The Credit Guarantee Scheme for Startups, operationalised through the National Credit Guarantee Trustee Company (NCGTC), is designed to encourage banks and other eligible financial institutions to lend to startups by providing government-backed credit guarantees.
However, Rajasthan's share remains modest despite the state's growing startup ecosystem.
The ministry revealed that it does not maintain district-wise implementation data, apart from confirming that all six guaranteed loans originated from Jaipur and Udaipur.
Nationally, the scheme has seen faster traction. According to the figures presented, of June 30, 2026, the Centre had guaranteed 478 startup loans amounting to nearly Rs.1,469.92 crore, with guarantees worth over Rs.660 crore issued during the first six months of 2026 alone, indicating a sharp acceleration in uptake across the country.
To improve participation, the government expanded the scheme in May 2025, doubling the maximum guarantee cover per borrower from Rs.10 crore to Rs.20 crore.
It also increased guarantee coverage to 85% for loans up to Rs.10 crore and 75% for loans above Rs.10 crore, while reducing the annual guarantee fee to 1% for startups operating in 27 Champion Sectors.
The Centre said it has also introduced the Startup Common Application Journey on the Jan Samarth Portal, organised awareness programmes with lenders and startups, and held regular consultations with financial institutions to improve credit flow under the scheme.
Officials said the scheme's implementation is periodically reviewed by a Management Committee constituted under the CGSS, while participating financial institutions continue to assess loan proposals through their own due diligence mechanisms....
