OBC report being delayed to defer local polls: Cong
Jaipur, July 11 -- State Congress chief Govind Singh Dotasra on Friday alleged that the state government had deliberately slowed down the process of conducting local body elections by delaying the constitution of the Other Backward Classes (OBC) Commission and failing to provide enough infrastructure to complete the reservation exercise.
Addressing a press conference, Dotasra alleged that the commission was formed nearly ten months after the government assumed office, after the terms of many gram panchayats, panchayat samitis, and civic bodies had expired.
He said that over 14 months had elapsed since the commission was ordered to submit a unit-wise report on OBC reservation, despite the three-month deadline. "The government's intention has been to delay the elections by delaying the OBC reservation process," he alleged.
He also accused the government of slowing down the delimitation exercise, claiming that a process expected to be complete in four months took over a year.
Citing Articles 243(E) and 243(U) of the Constitution, Dotasra said elections to panchayati raj institutions and civic bodies must be held immediately after the completion of their five-year terms. He also referred to high court directions to the government to conduct the elections.
He alleged that the government failed to furnish necessary reservation data repeated communication from the State Election Commission, which, he alleged further, went unanswered.
He also mounted an attack on the credibility of the Rajdhara mobile application, launched recently by the Commission to collect caste data. He alleged that the login for enumerators appointed by the government had been disabled, leaving only a self-enumeration option.
"The government should conduct a proper survey through authorised officials and prepare authenticated OBC data before determining reservation," he said, claiming that any individual could upload caste details after OTP verification only, which cast questions on the data's reliability.
The allegations came amid mounting pressure on the government to expedite the conduct of the local body elections. In response, BJP spokesperson Ram Lal Sharma said the Congress had never supported democratic institutions and constitutional bodies. He alleged that during its tenure, the previous Congress government failed to conduct elections to cooperative societies, agricultural market committees (mandi samitis) and dairy cooperatives. "The BJP is committed to strengthening democratic institutions. Elections to panchayati raj institutions and urban local bodies will be conducted as soon as the OBC Commission submits its report," he said....
