Jaipur, July 23 -- Pet owners in Jaipur will now be required to register their dogs and cats with the Jaipur Municipal Corporation (JMC), with a penalty of up to Rs.5,000 per pet for failing to do so after September 30, 2026, officials said. The mandatory drive aims to create a city-wide database of pets and their vaccination and health records to strengthen rabies control and animal welfare, officials added. JMC commissioner Om Kasera said the registration drive is designed to ensure pet safety and public health while supporting the city's goal of becoming rabies-free. He said the initiative is not intended to penalise owners but to build a comprehensive database of pets, including vaccination and health records, which will aid protection of animals and people. Under the new rules, all pet dogs and cats in the city must be registered with the civic body by September 30, 2026. Registration will enable the corporation to monitor anti-rabies vaccination and ensure timely healthcare for pets. The civic body has also made it mandatory for pet shops, dog and cat breeders and kennel operators to register with the Animal Welfare Board of India. Every dog or cat must be registered with the municipal corporation before being handed over to a buyer. When puppies or kittens below three months are sold, breeders must obtain an undertaking from the buyer that the animal will receive its anti-rabies vaccination at the prescribed age. The corporation has prescribed an annual registration fee of Rs.1,000 plus GST for new registrations and Rs.500 plus GST for annual renewal. Owners who fail to register their pets after the deadline will face a fine of Rs.5,000 per pet. Violations of other provisions will attract a penalty of Rs.2,000....
