Hospitals split tests to inflate RGHS claims, govt probe reveals
JAIPUR, Aug. 22 -- The Rajasthan Government Health Scheme (RGHS) has identified 479 suspected cases of private hospitals allegedly splitting diagnostic tests and repeatedly calling patients back to bypass pre-authorisation requirements and secure higher reimbursements, officials said on Friday.
The cases involve 238 beneficiaries and were detected during an analysis of claims filed over a one-month period. Around 50 hospitals and 60 doctors across the state are now under scrutiny, with Jodhpur, Jaipur, Udaipur and Alwar reporting the most cases.
Principal secretary (Medical and Health) Gayatri Rathore said some private hospitals allegedly called patients back three to four times for the same ailment and conducted tests separately. The practice reportedly enabled hospitals to bypass the mandatory pre-authorisation requirement for tests costing over Rs.2,000.
Preliminary findings suggest that the hospitals may have deliberately split tests and claims to obtain higher reimbursements under the scheme, she said.
RGHS project officer Dr Nidhi Patel said women and elderly beneficiaries were among the worst-affected.
Officials said the practice not only caused inconvenience to beneficiaries but also raised concerns about the misuse of the scheme and government funds.
A detailed investigation into the identified cases is underway. Officials said strict action would be taken under the relevant rules if any hospital or doctor was found to have deliberately split tests or claims to inflate reimbursements or circumvent pre-authorisation protocols.
