HC seeks detailed report on Jagan Gurjar's murder in Ajmer prison
Jaipur, July 3 -- The Rajasthan High Court on Thursday directed the state government to submit a detailed report on the murder of dacoit Jagan Gurjar inside Ajmer's high-security jail, and questioned the overall state of prison security in Rajasthan.
Hearing a case concerning the welfare of prisoners and prison reforms, a division bench comprising Acting Chief Justice SP Sharma and Justice Manish Sharma took suo motu cognizance of Jagan Gurjar's murder and sought a comprehensive report from the government and the prison administration. The court directed the government to explain several aspects of the incident, including what was captured by the CCTV cameras, what footage was unavailable or not recorded, whether the surveillance system was functioning properly, and whether any officials have been held accountable following the murder.
Expressing serious concern over the condition of prisons in the state, the bench remarked, "What is happening in the state's prisons? Cameras in high-security jails are not recording. There is no system for live monitoring of CCTV cameras. Mobile phones are easily accessible inside prisons."
The court further observed that reports of criminal gangs operating from prisons and extortion threats being issued from inside jails continue to surface regularly. "We repeatedly see reports in the media that gangs are operating from jail and extortion threats are being made from prisons. Even the chief minister has received threats from jail, yet the situation has not improved. What action has the prison administration taken after such incidents?" the bench asked.
Amicus curiae Pratik Kasliwal informed the court that it has repeatedly issued directions to improve prison infrastructure and security, but many of its recommendations remain unimplemented....
