Govt allocates Rs.12k-crore to renovate dilapidated schools
Jaipur, March 20 -- The Rajasthan government has unveiled a five-year action plan worth Rs.12,335 crore to renovate over 123,000 dilapidated school buildings, chief secretary V Srinivasan revealed in an affidavit submitted to the high court on Thursday.
The affidavit details Rs.2,487 crore to construct 3,587 new school buildings in place of dilapidated ones, at least Rs.1,129 crore for major repairs to 22,589 buildings, Rs.8,378 crore for 83,783 new classrooms, and Rs.340 crore for constructing and repairing 13,616 dilapidated toilets.
The plan targets 20,830 units at Rs.2,021 crore in the ongoing financial year 2026-27, followed by 22,917 units at Rs.2,223 crore in 2027-28, 7,626 units at Rs.2,445 crore in 2028-29, 27,721 units at Rs.2,956 crore in 2029-30, and 30,481 units at Rs.2,956 crore in 2030-31. New school buildings are prioritised in Udaipur (158), Pratapgarh (63), Banswara (53), Dungarpur (36), and Deeg (28). Major repairs are most needed in Jaipur (1,332 schools), Jodhpur (1,091), Bhilwara (1,058), and Nagaur (1,036).
Of the total Rs.12,335 crore, funding includes around Rs.2,500 crore from Sarva Shiksha Abhiyaan, Rs.1,000 crore from District Mineral Foundation Trust, another Rs.1,000 crore from MLA and MP local area development funds, Rs.500 crore from regional schemes, Tribal Area Development Fund, and aspirational district funds, Rs.750 crore each from SDRF and CSR funds, Rs.2,000 crore from VBGRAMG fund, around Rs.1,500 crore from the state education budget, and Rs.2,500 crore from World Bank and local NABARD funds.
"The government, in the court, also stated that they are planning seek some more additional funds from the central government. The officials from the state have already got in touch with the central government in this regard. The court has asked the government to update the details during next hearing on March 28," said advocate Vagish Kumar, who appeared for the families of victims in the school collapse in Jhalawar last July.
The high court took suo motu cognisance after seven children died on July 25, 2025, when a school building collapsed in Jhalawar's Manohar Thana area, and another child was killed on August 3, 2025, when a school gate collapsed in Jaisalmer.
The education department then ordered a statewide survey, whose August 22, 2025, report identified 5,667 dilapidated schools, mostly in Banswara, Udaipur, and Jhalawar, plus 1,579 previously flagged buildings awaiting repair (Banswara: 605; Jhalawar: 448). It also listed 17,109 "completely dilapidated" toilets.
District administrations were directed to seal these schools and shift classes to nearby safe schools, community centres, anganwadi centres, panchayat offices, or dharamshalas. However, many alternative sites lacked drinking water, proper toilets, sufficient rooms, or safe structures.
The court then tasked the District Legal Services Authority with surveying these accommodations. Its sealed report, submitted on October 6, 2025, prompted the court to order an immediate renovation plan for student safety.
In the latest affidavit, the chief secretary stated: "The court also directed to suggest a committee/panel of experts who can supervise the construction/repair of the schools buildings/rooms and issue certificate for the same in accordance with the norms prescribed by National Commission for Protection of Child Rights. In this regard, it is humbly submitted that the constitution of the Committee/Panel of Experts is under consideration as various aspects are being carefully reviewed so that a balanced decision can be made. The augmentation of funds from other sources will also be seriously pursued and will be used for the purpose under consideration based on availability."...
