Jaipur, Sept. 25 -- Rajasthan Congress president Govind Singh Dotasara on Thursday said the party will gherao Election Commission headquarters in Jaipur on September 28 to protest what he described as "vote theft" and alleged irregularities in the electoral process. He added the Congress would contest the upcoming panchayat elections with full strength and "wipe out" the BJP. Dotasara alleged that the Election Commission was functioning like a department of the BJP-led Union government and said the Congress was organising protests across the country over the issue. He said the protest in Jaipur had been scheduled for September 28 as the model code of conduct for the ongoing urban local body elections was in force. "Vote theft is the biggest issue in the country," Dotasara said, alleging that governments were being formed through manipulation of votes and electoral processes. He referred to developments in Bihar, West Bengal, Haryana and Assam and said Congress leader Rahul Gandhi had also raised allegations of irregularities in electoral rolls and delimitation. Dotasara also questioned the Election Commission's handling of the Special Intensive Revision (SIR) of electoral rolls, particularly changes relating to Form 6. The ECI's current voter services portal provides facilities for registration, correction and deletion of names from electoral rolls, while its Form 6 is the prescribed application for inclusion of a new voter. The PCC chief alleged that questions raised within the poll panel over decisions taken by chief election commissioner Gyanesh Kumar should be made public. He also alleged that the electoral-roll IT system had been centralised, allowing officials at the Election Commission level to make changes to voter records. These allegations were not independently established in the material cited by Dotasara. He further questioned the process of delimitation for Rajasthan's urban local bodies, claiming there were wide variations in voter numbers between wards. Citing figures from Jodhpur, Kota and Bharatpur, he alleged the differences raised questions about the criteria followed in delimiting the wards. Dotasara said the figures should be examined and the basis for delimitation made public. The Congress leader also alleged that 155 kidnapping FIRs had been registered in Rajasthan since the September 14 urban local body election results, claiming councillors had been forcibly taken from places where they were staying as part of party "barricading" arrangements. He alleged police pressure on councillors in several districts, including Jhunjhunu, Rajsamand, Jhalawar, Neemrana and Tijara. Recent reporting recorded Congress seeking reports from district units over cross-voting and other issues after its setbacks in civic leadership elections. Dotasara said BJP managed to form more urban local body boards by allegedly using police and money power, but claimed Congress would enter panchayat polls with full organisational strength.
