Jaipur, Oct. 21 -- The Congress's sit-in at the Jaipur Police Commissionerate over its demand for a zero FIR in the alleged assault on NSUI national secretary Ritu Barala intensified on Tuesday, with police using mild force to disperse protesting party workers who climbed barricades outside the complex. Rajasthan Congress president Govind Singh Dotasra and other party leaders have been staging an overnight protest since Monday evening, demanding that Jaipur Police register a zero FIR against Delhi Police personnel accused of assaulting Barala during a protest in the national capital on October 13. On Tuesday, Congress workers raised slogans and clashed with police while attempting to cross barricades. After police used mild force to disperse them, some Youth Congress workers again climbed barricades and the commissionerate's boundary walls. Several protesters later resumed their sit-in outside the complex. Former chief minister Ashok Gehlot questioned the state government's handling of the matter and asked why a woman from Rajasthan had to struggle to get her complaint registered. "Jaipur Police only have to register a zero FIR and transfer the case to Delhi Police. The entire probe and further action can be carried out by Delhi Police," he said in a statement. Referring to Section 173(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), Gehlot said the law provides for the registration of information about a cognisable offence irrespective of where it occurred. Leader of Opposition Tikaram Jully also accused the state government of applying different standards to the ruling party and the Opposition. "Why should an FIR not be registered? If the police believe the complaint is incorrect, they can investigate and file a final report if the evidence warrants it. But what is the difficulty in registering the case in the first place?" Dotasara alleged that police officials were under pressure and said Congress leaders would continue their protest until Barala received justice. "The police are neither registering the FIR nor clearly telling us that they will not do so. We are sitting here without food and water and will continue until justice is secured for the woman," he said. He challenged the police to produce details of the FIR they claimed had already been registered in Delhi. "Let the police show us which FIR has been registered there. If they do so, we will leave," he said. The protest turned tense when Congress and Youth Congress workers climbed barricades and walls outside the Commissionerate and raised slogans. Police personnel confronted the protesters and used mild force to push them back. Barala alleged that Delhi Police personnel assaulted her not only inside a bus during the October 13 protest but also after the demonstrators were taken off the bus near Connaught Place. She claimed that seven to eight women police personnel beat them with batons and subjected them to physical and mental harassment. "The police can detain us, but they cannot assault us in this manner," Barala said, demanding registration of a zero FIR and legal action against those responsible. Commenting on it, BJP state secretary Ekta Agawal said the Congress was politicising the matter and attempting to put pressure on the police through a protest. "The police must act in accordance with the law and follow due process, rather than take decisions under political pressure." She also questioned the Congress's decision to stage a demonstration at the Commissionerate when, according to police, an FIR had already been registered in Delhi and the matter was under investigation. Jaipur Police have refused to register a zero FIR on a complaint filed by Congress leader Ritu Barala alleging assault by three Delhi Police women constables during a protest on October 13, stating that a complaint regarding the same incident is already under investigation at Connaught Place police station in Delhi. According to a Jaipur Police statement, Barala approached Moti Dungri police station in Jaipur on October 19 and submitted a complaint against women constables Chanchal Yadav, Sonika and Jyoti. She said she was unable to travel to Delhi to lodge a report. Police said Barala had submitted a complaint at Connaught Place police station on October 13 regarding a scuffle with the three constables. The complaint in Jaipur is being examined as part of the investigation into the Delhi case, the statement said....
