Jaipur, July 24 -- Leader of Opposition Tika Ram Jully on Thursday targeted the Centre and the state government over the paper leak issue, accusing it of "authoritarianism" and failing to protect students' interests, even as senior BJP leader Arun Chaturvedi alleged that the Congress was politicising the issue and disrupting Parliament instead of participating in a debate. Addressing a press conference, Jully launched a sharp attack on the Narendra Modi government over its handling of student protests and paper leak cases, alleging that students had been subjected to police excesses and that democratic protests were being suppressed. He questioned the government's accountability, saying that if the PM himself admitted that students had been wronged, responsibility must also be fixed. He criticised state BJP president Madan Rathore for allegedly describing protesters at Jantar Mantar as "stone pelters", "foreign-funded" and "hired". Jully claimed that around 150 examination papers had been leaked across the country during the last 12 years and held the Prime Minister accountable for the situation. The Congress leader claimed that the previous Congress government in Rajasthan had enacted the country's toughest anti-paper leak law, providing for fines ranging from Rs.10 lakh to Rs.10 crore and imprisonment from 10 years to life. He contrasted it with the Centre's law, which he said prescribed fines of Rs.1 lakh to Rs.10 lakh and imprisonment ranging from 1 to 10 years. Jully claimed that state's law also mandated dismissal of government employees involved in such cases. He said the Congress government had itself registered and exposed paper leak cases, whereas, under the present government, cases were surfacing after students moved courts. Accusing both the Centre and the Rajasthan government of running a "double-engine authoritarian regime", Jully alleged that police cases were being filed against students protesting in universities and colleges, whereas earlier such cases were either not registered or handled under minor legal provisions. Hitting at the Congress, former Rajasthan BJP president and State Finance Commission chairman Arun Chaturvedi accused Rahul Gandhi and the Opposition of creating an atmosphere of disorder instead of discussing the issue in Parliament. He termed Opposition's protests outside Parliament and the PM's residence as "condemnable" and said Congress was violating democratic conventions. He alleged that Rahul Gandhi was attempting to create chaos and questioned whether the Congress stood with those involved in violent protests and disorder.
