Jaipur, Sept. 3 -- The Bharatiya Janata Party (BJP) released its 'Nagar Vikas Sankalp Patra' on Wednesday for the upcoming urban local body elections in Rajasthan, promising to strengthen basic civic infrastructure, improve drinking water supply and work towards providing round-the-clock electricity to domestic consumers. Chief minister Bhajan Lal Sharma unveiled the document at an event in Jaipur in the presence of BJP state president Madan Rathore and other senior party leaders. Sharma said the party's urban development plan would treat every ward as the primary unit for planning and implementation. The objective, he said, was to ensure the comprehensive development of cities and towns over the next five years. The chief minister said particular attention would be paid to areas where residents continue to face drinking water shortages or irregular supply. "The water supply network will be strengthened wherever drinking water remains a concern. We have also set ourselves the goal of ensuring 24-hour electricity for domestic consumers," he said. Promoting clean energy is also among the commitments included in the document. Sharma said residents would be encouraged to install rooftop solar panels as part of the government's broader plan for sustainable urban development. Sharma said the government would also allot 100,000 residential plots to people from different income groups in urban areas over the next five years. Piped natural gas (PNG) connections would also be expanded across urban areas for the convenience of households. In the first phase, 'Senior Citizen Service Centres' will be established at community centres in municipal corporations and councils through public participation. The facilities, aimed at providing elderly residents with a dignified and active routine, will subsequently be extended to other urban local bodies in phases. Registered street vendors, CNG autorickshaw drivers and taxi drivers will be provided insurance coverage under the Pradhan Mantri Suraksha Bima Yojana. Separate vending zones equipped with modern facilities will also be designated in every urban local body to enable street vendors to conduct their businesses with dignity. The government has also promised to develop parking facilities according to local requirements and establish food courts in municipal corporations and councils to provide residents with clean, hygienic and nutritious food. Sharma said legacy waste accumulated at dumping sites would be scientifically processed, with a target of achieving 100% disposal. Vehicle-tracking systems would be installed in all door-to-door garbage collection vehicles to monitor their movement and operations. The government will also repair or expand 3,000km of old sewer lines over the next five years. Shelter homes will be established in all urban local bodies through public participation and collaboration with institutions, with the state government providing land for the facilities. LED streetlights will also be installed in every ward across the state's urban local bodies, Sharma said. Explaining why the BJP had described the document as a 'Sankalp Patra' rather than a conventional election manifesto, Sharma said the term reflected the party's emphasis on fulfilling its commitments. "An announcement document is limited to promises, while a Sankalp Patra represents a resolve to work and deliver," Sharma said. He added that the document was not merely a collection of election promises but a roadmap for the development of Rajasthan's urban areas during the next five years. Sharma also referred to the BJP government's 'One State, One Election' initiative. He recalled that Congress leaders had criticised the idea when he first raised it in the Rajasthan assembly. The state-level Sankalp Patra will be followed by separate manifestos for individual municipal corporations, councils and municipalities, chief minister Sharma said. These local documents will be prepared according to the specific requirements of each urban local body. BJP state president Madan Rathore said the people of Rajasthan had confidence in the guarantees given by chief minister Sharma. He asserted that the BJP had a record of fulfilling its promises and would remain accountable for implementing the commitments made in the Sankalp Patra.
