Chandigarh, July 19 -- Punjab governor and Chandigarh administrator Gulab Chand Kataria on Saturday flagged challenges in upgrading essential infrastructure in the city due to the stringent preservation protocols. Speaking at the inauguration of the multi-level parking facility at the Chandigarh District Courts Complex in Sector 43, Kataria said, "Even constructing a simple veranda inside the court requires seeking clearance many times because of the heritage tag," Kataria. Notably, the construction of a verandah at the Punjab and Haryana high court (HC) had run into legal hurdles after the administration opposed it, citing the HC building's location within the Chandigarh Capitol Complex, which was inscribed as a UNESCO World Heritage Site. The administration had stated that altering the original Le Corbusier facade could jeopardise the area's UNESCO heritage status. The Supreme Court ultimately dismissed these concerns, ruling that constructing the verandah in alignment with the existing design would not violate international heritage guidelines. Lawyers had opposed moving HC from the present complex last year. They even opposed shifting it to Sarangpur, where UT had offered 45 acre of land and to IT Park area. The governor said that in due course of time stake holders would have to ponder on setting up benches in Punjab and Haryana due to space crunch in Chandigarh.
