CHANDIGARH, July 26 -- Haryana chief electoral officer (CEO) A Sreenivas on Saturday said 16.39% of the state's registered electors were found absent, deceased, permanently shifted or otherwise unmapped during the first phase of the Special Intensive Revision (SIR) of electoral rolls, and their names will not figure in the draft electoral roll to be published on July 31. Addressing a press conference, Sreenivas said over 26.3 lakh electors have been flagged under the category of "system-generated anomalies" and will undergo fresh verification through a "completely transparent exercise". These anomalies include unusual age gaps between electors and their parents or grandparents, spelling mistakes in names, and photograph mismatches. The SIR exercise began on June 15, with booth level officers (BLOs) conducting door-to-door verification till July 24. Every elector was issued an enumeration form, based on which the draft electoral roll has been prepared. The final electoral roll will be published on October 3. The draft electoral roll willbe made available on theofficial website and at all designated publication centres on July 31. Haryana has 2,06,55,929 registered electors. Of these, 1,72,71,361 enumeration forms, accounting for 83.61%, have been digitised, while the remaining 16.39% were categorised as "uncollectable" because the electors were absent, had permanently shifted, had died, were enrolled elsewhere or did not submit the forms. According to the data, 9,36,646 electors (27.67% of the unmapped cases) were found absent, 13,75,278 (40.63%) had permanently shifted, 7,66,205 (22.64%) had died, 2,04,916 (6.05%) were already enrolled elsewhere, while 1,01,523 (3%) did not submit their enumeration forms due to other reasons. Responding to a question, Sreenivas said the responsibility of getting registered again would lie with those whose names do not appear in the draft electoral roll becausethey were marked absent, shifted, deceased or duplicate. Such electors may submit Form 6 for inclusion of their names in the final electoral roll, and the facility will also be available online. The CEO emphasised that no elector falling under the category of "system-generated anomalies" would be removed from the electoral roll without being issued a notice and given an opportunity of hearing. "We shall issue notices to all such electors by following due procedure. Not a single voter's name will be deleted without giving them a hearing. It will be a fully transparent exercise with multiple checks and opportunities to appeal," he said. Sreenivas said the period for filing claims and objections, along with the notice phase and disposal of objections, will continue till September 28. During this period, BLOs will issue notices to electors whose details could not be matched with the previous electoral roll or where discrepancies were detected during the mapping exercise. If an elector is aggrieved by the decision of the electoral registration officer (ERO), an appeal may be filed before the district magistrate within 15 days. A further appeal may be made before the CEO within 30 days if the grievance persists. For the SIR exercise, 20,629 BLOs distributed enumeration forms to all 2,06,55,929 registered electors. Sreenivas said district election officers (DEOs), EROs and BLOs are carrying out the exercise across all assembly constituencies, while assistant electoral registration officers (AEROs) will join the next phase. He added that 37,055 booth level agents (BLAs) appointed by political parties are also assisting in the exercise, including 19,051 from the BJP, 15,818 from the Congress, 1,476 from the INLD and 342 from the JJP....
