Panchkula, Sept. 24 -- In blatant disregard for traffic rules, a 14-year-old Class-8 student was found riding a motorcycle without helmet and using an illegal siren near Parshuram Chowk in Sector 14. Taking immediate action, police issued Rs.31,000 challan and impounded the two-wheeler.
