Sri Lanka, Aug. 13 -- A letter briefing on the legal necessity of a referendum regarding the proposed 22nd constitutional amendment was forwarded to President Anura Kumara Dissanayake with the signatures of the leaders of the People's Joint Opposition.

An impact is caused to the sovereignty of the people protected by the constitution through the proposed 22nd constitutional amendment, making a referendum essential, it stated.
