PRAYAGRAJ, Sept. 2 -- The toll in the firecracker factory blast in Uttar Pradesh's Kaushambi district rose to 13 on Tuesday after a 50-year-old victim succumbed to his injuries and another body was recovered from the blast site, even as the police arrested the owner of the illegal factory after an encounter in Saiyad Sarawan area of the district, officials aware of the matter said. Two other family members of the owner, identified as Naushad, were also arrested later. Meanwhile, seven police personnel were suspended for their negligence in preventing the alleged illegal functioning of the unit, officials said.
