India, April 16 -- Amaravati's quantum push is being positioned as a technology milestone. But in Chief Minister N. Chandrababu Naidu's own telling, the real objective runs deeper; it is about people.

"We are going to see some good number of scientists are going to come, and then intellectuals are going to come and settle here. That is what I am planning."

That statement reframes the launch of the Amaravati Quantum Reference Facility (AQRF). The facility may be India's first open-access quantum hardware testing platform, but the larger ambition is to turn it into a magnet for talent, for research, and eventually, for industry.

Naidu repeatedly described the initiative as a "proof of concept", but not just in technical terms.
