Bangladesh, Sept. 28 -- The relationship between China and Russia has traditionally been defined by high-level diplomacy, strategic cooperation, energy partnerships and expanding economic ties. Yet one of the most consequential developments in their bilateral relationship is taking place far from government offices and diplomatic negotiating tables.
