Ottawa, Sept. 20 -- The upcoming state visit to Canada by General Secretary of the Communist Party of Vietnam Central Committee and President To Lam is expected to transform the long-standing potential between the two countries into concrete plans and action programmes, ushering in a new chapter of development in their bilateral relations, according to Vietnamese Ambassador to Canada Pham Vinh Quang.
