Hanoi, Aug. 22 -- Storm Narra, the fourth to hit the East Sea this year, brought strong winds and heavy rains to northern Vietnam on early August 22, with some areas forecast to receive more than 500mm of rain as the storm moves slowly over the northern waters of the East Sea. According to the National Centre for Hydrometeorological Forecasting, early on August 22, strong winds of level 8 (62-74 km/h), with gusts up to level 9, were recorded at Bach Long Vi special zone in Hai Phong city, while winds reached level 6, with gusts up to level 9, in Co To special zone in Quang Ninh province.
