Moscow, March 24 -- Prime Minister Pham Minh Chinh's ongoing visit to Russia from March 22 to 25 is opening up opportunities to establish a solid infrastructure base for Vietnam's stable and self-reliant economic development, Russian Deputy Minister of Economic Development Vladimir Evgenievich Ilyichev told the Vietnam News Agency.
