Hanoi, April 3 -- Prime Minister Pham Minh Chinh has demanded rapid action and zero hesitation to expedite the National Oil Refining and Energy Centre project at Dung Quat Economic Zone (EZ) in the central province of Quang Ngai, urging a clear roadmap and all available resources to deliver fast and effective results.
