Hanoi, May 30 -- The upcoming state visit to the Philippines by General Secretary of the Communist Party of Vietnam (CPV) Central Committee and State President To Lam marks a historic milestone in the relations between the two countries, according to Secretary of Foreign Affairs of the Philippines Theresa Lazaro.
