Quang Ninh, Aug. 22 -- A delegation from Laos' Luang Prabang province, led by Vice Chairwoman of the provincial Administration Committee Viengvilay Dilaphan, paid a working visit to the northeastern province of Quang Ninh's Mong Cai 1 ward on August 22 to exchange experience. The visit was part of a 2026 refresher course for Luang Prabang's leadership and management officials, aimed at implementing the memorandum of understanding on cooperation for 2022-2026 and agreements between the two provinces' Party leaders.
