Hanoi, July 24 -- In his opening address at the third plenum of the 14th Party Central Committee, Party General Secretary and State President To Lam has outlined a new approach to organising Vietnam's marine development space, linking the utilisation of marine resources with regional connectivity, environmental protection and sustainable livelihoods for coastal communities.
