Hanoi, July 1 -- Deputy Prime Minister Pham Thi Thanh Tra on July 1 stressed the need to further modernise governance methods and improve the effectiveness and efficiency of administrations at all levels as Vietnam continues to refine its political system and three-tier administration model.
