Hanoi, Sept. 28 -- After more than a year of nationwide implementation of the two-tier local administration model and efforts to streamline the organisational apparatus, Vietnam has demonstrated that the reform is moving in the right direction, translating the Party's policy into tangible improvements in people's lives.
